Inauguration of a US funded health center in Nahr el-Bared camp

The United Nations Relief and Works Agency for Palestine Refugees in the Near East UNRWA inaugurated today a US funded Health Center in Nahr el-Bared camp adjacent area in the presence of US Ambassador Michele Sisson, Ambassador Khalil Makkawi, chairman of the Lebanese Palestinian Dialogue Committee and the Director of UNRWA Affairs in Lebanon, Salvatore Lombardo.  

The ceremony took place in UNRWA compound in Tripoli where a briefing was given to the visitors and a presentation was made on the project. Then, the US Ambassador had an open discussion with healthcare providers and a group of beneficiaries. 

The new health center is located in Sector A of the adjacent area to Nahr el-Bared camp and currently manages 748 active files of displaced families who have returned to this area. The construction of the NBC Health Center 2 added to the capacity of the NBC Health Center I, established at the end of the crisis which treats on average 192 patients per day. NBC Health Center II began operating on November 28, 2008.

Thanks to the generous donation of the US Government, UNRWA will be able to provide more health services to the displaced refugees from Nahr el-Bared. The US has always been an outstanding supporter of UNRWA, and this particular donation marks a significant improvement to the life of the Palestine Refugees. “Access to quality health services is of fundamental importance to people who have been displaced from their homes and who face difficult conditions,” said Salvatore Lombardo, Director of UNRWA Affairs in Lebanon. 

The US has contributed to UNRWA since Nahr el-Bared crisis broke out in 2007. The US contributed $3.5 million to UN´s initial Flash Appeal, and it was the first donor to respond to UNRWA’s Emergency Appeal for North Lebanon with a pledge of $10.5 million. Again the US continued its support to Palestine refugees by donating to UNRWA $4.31 million to the Relief and Early Recovery Appeal and $ 23.5 million the Reconstruction of Nahr el-Bared. 

The US has always contributed generously to UNRWA. In 2008, the US donated 85.86 m$ to the Agency’s General Fund.

High level donor delegation visits Lebanon camps

Beirut – 21 November 2008:

A high level delegation representing UNRWA (United Nations Relief and Works Agency for Palestine Refugees in the Near East) donor countries and the Agency’s Advisory Commission members visited Lebanon camps on 20 and 21 November. They were briefed by UNRWA officials on progress made in response to Nahr el-Bared crisis as well on the Camp Improvement Initiative underway in other camps.     

 The two-day visit provided an opportunity for donors to see first hand the deteriorating infrastructure and the harsh living conditions of refugees. The delegation visited Shatila and Bourj Barajneh camp where they were briefed about the progress achieved on the Camp Improvement Initiative projects and the future challenges ahead. On the second day the delegation visited Palestinian Refugees gatherings in South Lebanon. They were also briefed on progress made regarding the Nahr el-Bared crisis and the funding status.

During this donors’ visit, UNRWA stressed on the need to provide funding for the relief and recovery assistance granted to Nahr el-Bared displaced persons pending the reconstruction of the camp. Both the Agency’s Relief and Early Recovery Appeal launched in September of this year and the Reconstruction appeal itself remains under-funded. UNRWA expressed confidence that all donors, Arab donors included, will come forth and support UNRWA’s reconstruction and early recovery activities. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) had started in October of this year, through support from UNDP, the clearing of the rubble from the camp of Nahr el-Bared destroyed last year. The reconstruction of the first part is expected to start in January 2009. The total reconstruction is expected to be completed within the next three years.

Some 4.6 million Palestine refugees in UNRWA’s five fields of operations – Jordan, Lebanon, Syria, the Gaza Strip and the West Bank, including East Jerusalem – are eligible for Agency services, including education, healthcare, social services, shelter, micro-credit loans and emergency aid. UNRWA employs nearly 30,000 staff, the vast majority of whom are Palestine refugees. UNRWA’s operations are financed almost entirely by voluntary contributions from donors. The Agency’s regular budget for 2008-2009 is $1.1 billion, which covers the recurrent costs of the Agency’s education, health and relief and social services activities.

A Vocational Training Centre funded by Germany opens in the North

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), in the presence of the German Chargé d’Affaires, Ms Irene Plank,  inaugurated on 29 October,  a new Vocational Training Centre in the North, fully funded by the German Government providing additional training places for North Lebanon Area students.

The Centre located near Nahr el-Bared camp offers nine courses focused in an initial period, on construction trades. It will run in a rented building for two intakes (2008-2010 and 2009-2011) providing marketable skills to around 250 trainees per intake.  

The opening of the new centre will help Palestinian youth living in the North to improve their skills and find jobs, contributing thus to the improvement of their families.   

Some 4.6 million Palestine refugees in UNRWA’s five fields of operations – Jordan, Lebanon, Syria, the Gaza Strip and the West Bank, including East Jerusalem – are eligible for Agency services, including education, healthcare, social services, shelter, micro-credit loans and emergency aid.

UNRWA employs nearly 30,000 staff, the vast majority of whom are Palestine refugees. UNRWA’s operations are financed almost entirely by voluntary contributions from donors. The Agency’s regular budget for 2008-2009 is $1.1 billion, which covers the recurrent costs of the Agency’s education, health and relief and social services activities.

Rubble removal starts in Nahr El Bared

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in partnership with the United Nations Development Program (UNDP) and in collaboration with the Lebanese-Palestinian Dialogue Committee and the Palestinian Liberation Organization launched on 29 October the rubble removal operations in Nahr el-Bared camp.

The ceremony took place on the edge of the camp overlooking the ongoing works. The official launch was attended by UN Special Coordinator for Lebanon Mr. Michael Williams, UNDP resident representative Ms Marta Ruedas, UNRWA’s Deputy Commissioner-General Mr. Filipo Grandi, the Chairman of the Lebanese-Palestinian Dialogue Committee Ambassador Khalil Mekkawi, the PLO Representative in Lebanon Mr. Abbas Zaki, in addition to heads of UN missions, ambassadors and representatives of the refugee community.

On behalf of UNRWA, UNDP is implementing the rubble removal. This constitutes the prelude to the start of the reconstruction process in January 2009 that is expected to take three to four years and to be split into eight packages.

High level donor delegation visits Nahr El Bared camp

A delegation of high level donor countries representatives visited Nahr El Bared Refugee camp in North Lebanon 12 June and were briefed by senior officials from the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) about the progress made in response to Nahr El Bared crisis and plans for the reconstruction and recovery of the camp and its surrounding areas.

The donors’ delegation started by visiting the adjacent area to Nahr El Bared camp where they met with returnees. The delegation that is formed of UNRWA Advisory Commission members, also visited UNRWA’s newly constructed clinic and temporary housing units that are accommodating displaced families, until the reconstruction of Nahr El Bared camp. The delegation stopped at the old UNRWA compound where rubble is being removed, before driving through the old camp.

The visit comes after a two-day meeting in Syria, of the above-mentionned commission, that meets twice a year.

On this occasion, the Director of UNRWA Affairs in Lebanon Mr. Richard Cook thanked the “donor community for its continuous support to UNRWA and its commitment to improve the living conditions of Palestine refugees in Lebanon.” He added that “the rubble removal of UNRWA compound is another sign of the firm commitment of UNRWA and the Lebanese Government to reconstruct the camp. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) had started on 5 June clearing rubble from its compound in Nahr El Bared camp which was destroyed in the conflict last year.   The donors visit comes after a briefing session that was organized in Beirut on 9 June, in advance of the International Donor Conference that will be held on 23 June 2008 in Vienna, on the plan for the recovery and reconstruction of Nahr el Bared camp and surrounding areas.

UNRWA starts the rubble removal in Nahr El Bared camp

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) started on June 5 clearing rubble from its compound in Nahr El Bared camp which was destroyed in the conflict last year. The Lebanese Army through the Lebanese Mine Action Centre (LMAC) are providing  the Agency with explosive ordnance disposal support. Once cleared, the UNRWA compound site will be used as operations area for the Nahr El Bared camp rubble removal and sorting. The main rubble removal from the camp, in partnership with UNDP, is expected to start soon.  

“Starting the rubble removal is an important step in our plans to reconstruct Nahr el Bared camp and it should indicate to Palestine refugees and to the wider world how committed UNRWA and the Lebanese Government are to returning the displaced population to their home” said Director of UNRWA Affairs in Lebanon, Richard J. Cook. Nahr El Bared camp reconstruction is the largest single project UNRWA has ever undertaken. An international donor conference for the recovery and reconstruction of Nahr el Bared camp and surrounding areas will be held on 23 June 2008 in Vienna.

In preparation for this International conference, UNRWA and the Lebanese Palestinian Dialogue Committee (LPDC) are organizing a  briefing session on the plan for the recovery and reconstruction in Beirut on 9 June. UNRWA is still providing for the needs of the Palestinians displaced from Nahr El Bared camp and the returnees. It has constructed 574 temporary shelters around Nahr El Bared and has plans for the construction of additional shelters. 3100 displaced families are receiving rental subsidies.

About 1900 families have returned to the adjacent area. Food and non-food items are regularly distributed to 5554 displaced families. Three prefabricated schools have been put in place and two health centres established in the adjacent area.
